Del Manak appointed Victoria’s new police chief

Today, the Victoria and Esquimalt Police Board announced Del Manak as Chief Constable of the Victoria Police Department.

Manak has held the position of Acting Chief since Frank Elsner stepped aside over a year ago. Elsner officially resigned last month in the midst of an ongoing misconduct investigation. Allegations of inappropriate Twitter messages to the wife of a subordinate officer originally surfaced in 2015. Elsner currently faces six allegations of misconduct.

“He’s got the smarts”

Rather than holding a competition for the position, the Police Board conducted a 360-review of Manak’s performance as Acting Chief. Through that process, they “determined that [Manak] is the right person for the job.”

“He’s got the smarts, he’s got the passion, he’s got the experience and he has come up [through] the ranks of this department,” Mayor Lisa Helps said of Manak.

Manak’s appointment also breaks a streak of external chief appointments.

“This is the first time in 26 years that someone from this department has become chief of this department,” Helps continued. “This is something the board is very proud of.”
