There are reports that witnesses heard loud bangs in the area around the time the incident began, but they are unconfirmed.
The news of the incident comes moments after 5,186 hockey fans attempted to exit the Save-On-Foods Memorial Centre Friday evening following a game.
Photos from the scene show a GVERT vehicle blocking a RV parked on the side of the road, as well as heavily armed officers.
Victoria Buzz has reached out to VicPD for more information.
