Langford strips occupancy permit for rental building citing ongoing safety concerns

Langford has once again stripped the occupancy permit for a rental building citing safety issues.

The City of Langford said it has taken action against a rental building located at 2770 Claude Road, owned by Centurion Apartment Properties Inc. (Centurion), due to ongoing safety concerns regarding the building’s structural design and performance.

The building, previously known as Danbrook One and now RidgeView Place, had its occupancy permit revoked by the city.

This is the second time the city has taken action on this building as a result of serious issues identified by the Association of Professional Engineers and Geoscientists of the Province of BC (EGBC).

The building engineer, Brian McClure, was stripped of his license to work as an engineer by EGBC last year.

The original residents of the building were ordered to vacate the building around Christmas time in 2019, four months after near-full occupancy, due to what were deemed “dangerous” structural defects.

After sitting empty for several years, the building was then granted vacancy permit in April 2022.

On April 17th, of this year, Langford and Centurion received a letter from EGBC regarding a second investigation into the structural engineer of record for the remediation work undertaken by Centurion.

On Monday afternoon, current residents of RidgeView Place were told to leave. Langford could not provide the number of tenants impacted from this news.

The letter provided details of potential structural design issues that may not have been addressed by the original remediation and concluded that no comprehensive review of the structural design of the building was ever conducted for the remediation.

The notice came after the city received a report from a third-party engineering firm “completed an initial visual inspection of the building and concluded that the structure is unsafe.”

The firm recommended that no one live in the building until a more detailed analysis could be completed.

“As a result, the city made the decision to revoke the occupancy permit and instructed Centurion to notify residents immediately,” Langford said in a media release.

In a press conference, Langford Mayor Goodmanson said the building owner, Centurion, is responsible for ensuring residents have the supports they need during this challenging time.
