Victoria city councilor Charlayne Thornton-Joe has put forward the idea to pay the homeless and people with disabilities to do odd jobs. It is similar to a program in Albuquerque, New Mexico where the homeless are paid to work a few hours a week.

The potential costs to the City of Victoria are not yet clear, and city officials say there would have to be union agreement. Such a project would not be running until the spring of 2016.
