Central Saanich Police supervisor retires after sexual misconduct allegations come to light

A supervisor with the Central Saanich Police Service retired recently to circumvent a potential sexual misconduct allegation against him that may have resulted in his termination. 

The allegation was ultimately substantiated by an external police agency.

It is common for police officers to retire while being investigated for misconduct of this nature, as a similar situation occurred last year with the Saanich Police Department.

When a complaint of this nature is made, the Office of the Police Complaint Commissioner (OPCC) assigns an external police agency to investigate the matter as the Disciplinary Authority.

The incident occurred in August 2016 and the OPCC only just concluded their investigation process last year, seven years after the complaint was made.

The allegation made by the victim is that a police supervisor “used inappropriate language and commentary that was sexual in nature.”

In their report, the OPCC’s appointed Discipline Authority said they, “determined that the member’s conduct was inappropriate, demeaning, and ‘had no relevant, or meaningful purpose, other than to be an insult, and vulgar.’” 

They also noted the supervisor’s lack of acknowledgement of the incident nor would he acknowledge his position of authority and the power dynamic between him and his victim.  

According to the OPCC, even though he retired prior to the conclusion of this matter which occurred six years ago, his service record will reflect the allegations and the Discipline Authority’s findings. 

Regardless of this, he may still be entitled to his police pension due to his retired status.

Victoria Buzz reached out to Central Saanich Police Department, but as of this publication have not received a response. 

The OPCC says that they cannot reveal any further information regarding this case.
